Just to save anyone else from spending time on this, the problem with
ESPUL shutdown is NOT related to message files, but the MAIL intrinsics.
At this time, HP has opened an SR on this problem and has taken
responsibility for it. It is RAC's strong belief that this is an MPE
bug...
