An HP3000-L subscriber was kind enough to send me some writev() replacement
code, and now I've achieved a minimally operational syslogd/syslog() package.

It still needs some more work, including sending messages to users and to the
console.

I'll make an announcement when it's clean enough for public beta testing.
Probably the only initial application will be in JetDirect environments where
you can configure your JetDirects to log all sorts of status message to
a syslog host.
