Klaus,

  There are two packages available for the HP3000 that support faxing from
spoolfiles;
  FAX/3000 from STR
   and
  Office Extend FAX (available from 3k Associates in the americas, and SMM
                     Software Ltd in Europe)

Both support configuring a spool device which a monitoring process watches
and sends the reports off to a fax server where they are queued for final
delivery. There are various ways to include "overlays" (forms) and cover
pages, distribution lists, etc. Delivery info is returned to the 3000 so
you can verify delivery or non-delivery. The fax servers support various
configurations of multiple phone-line/fax cards as well.
