This can be either very easy or just about as difficult as you want to make
it.
I'm assuming a numeric page to which you send a number. All you need to
do is fcopy to the modem port a file with the record "AT DT
1-nnn-nnn-nnnn,,,,ppppppppp" (or write a program that does essentially the
same thing).
However,
to make it simple:
Don't use the modem for dial-in (S0=0 on the modem and REFUSE LDEV on the
port).
Use a non-modem port.
Set up the modem so that it doesn't require any modem signals.
If you want to use the port for dial-in as well, you have a BIG problem,
because:
Without modem signals present, you can't even open the port to send your
command (what's more you can't even abort fcopy when it hangs - you have to
wait for it to time out).
If you force the signals on so that you can dial out, then any dial-in
session on the port will stay around for the next hacker if you lose the
connection.
I think this is called Catch22!
What this boils down to is: modems should be either dial-out or dial-in,
but not both (unless you have a total disregard for security and your phone
bill).
You might want to take a look at item 97M33 on the System Improvement
Ballot which would make this a tractable problem (although not exactly easy).
