I want to thank all who offered advice concerning the performance
issue of obtaining a Telnet prompt.
I have further determined that it is only when I switch logging on,
that INETD takes the 75 seconds to
log the attachment.  The log is as follows:

telnet/tcp: Connection from unknown (128.2.2.20) at Tue Mar 18
10:47:39 1997

I am assuming that the unknown means it spent 75 seconds looking for
a name server.
I do not have a name server (nor probe) running on the network at
this time.
Any further thoughts on this would be greatly appreciated.
