I had the same thing occur when I ran the job.  Apparently, MPE is
attempting to pad the output to an even 2-byte count, but the one-byte
record spec causes the error.  If you build the file with a 2-byte
record, the error ceases.

I have not been able to reproduce Dave's problem, yet, using his sample
jobstreams.
