Update:

I am on the waiting list for access to the security instruction archive
CD-ROMs.  Hopefully the document regarding the elimination of "WELCOME"
from logon messages and the reference to a hacker prosecution will of
recent enough vintage to be on one of the CD-ROMs.  I'll post a progress
report when I've gained access to the CD-ROMs.
