What pad are you using?  Is it an HP2335?

I don't know anything about the X.25 card, but I have worked with the 2335.
 I would suspect that the DC1 may not get transmitted as such, but the PAD
can be set up with a profile (#31) that is supposed to work with an HP
terminal and produce DC1/DC3, etc.  You might want to try that.
