Anonymous FTP is not available via HP's bundled FTP.

Currently the only solution for anonymous ftp support on the HP3000 is via
<PLUG> Office Extend FTP, available through 3k Associates, Inc. It runs on
MPE/V and MPE/iX through 5.5, and is only US$1995 per copy. It supports
anonymous FTP, as well as enhanced security options for all ftp access; you
define which users can access your ftp server - it doesn't let just any
MPE logon access your system via FTP (i.e. user's can't just keep trying to
login as MANAGER.SYS via FTP until they guess the passwords!) </PLUG>
