This sounds vaguely familiar.  We had a modem attached to a DTC48 doing the
same thing.

I believe the modem had DSR strapped high with CD normal.  The DTC was bothered
by DSR high without CD also high, so it was issuing the DTR toggle every 30
seconds to try and reset the modem.

Don't strap DSR high, or if you must keep DSR high, also keep CD high.
