You should be able to overcome this problem by simply adding ;OVERRIDE to
your NSCONTROL START command.
The problem stems from a mismatch between the components of NS software you
had prior to the 5.5 update compared with what you have now.
You probably could have avoided your problem by purging the group NET.SYS
prior to your system update.
The workaroud offered here should present no downside.
