This page claims to be "Everything you need to know to write an HTTP
server". It may be of some help.

These folks claim their web server was written from scratch in COBOL and
PASCAL, and is more MPE-friendly than ports from UNIX. It's not a
freebie, but it might be of interest to you, if for no other reason than
to prove it can be done in something other than C (ahem! excuse me, c).

These are only suggestions for researching your questions and not plugs
for anything you may find advertised at these sites.
