Dave,

Mark already pointed out that program files might need to
live inside an MPE group with proper capabilities when there
are more than just IA,BA,PH involved.

Also notice that with only IA,BA,PH and program file in an
HFS directory you might need to give the user PH capability
to successfully run those programs.
