I don't have Tony's message, but I recall that his error log was slightly   
different.  BTW, NS is the default for ANSTART.

In any case, you might try adding the Network Type to your SQL.INI file.   
 The syntax is:

[ALLBASE]
mpedbname=DBCode, NodeName:DBEName[,NetworkType][,ConvertType]
mpeuser=UserCode,LogonString

Network Types are described in the HP PC API User's Guide for ALBASE/SQL   
and IMAGE/SQL, Chapter 3, Maintaining the SQL.INI file:

lw     Novel Lan Workplace
nw     NetWare
ws     Windows Sockets
sk     HP Sockets
ip     NetIPC

I had to manually edit my SQL.INI file to use ws, but it works now!
