I don't believe so since the DTC's still need a download and I thought that
is not routable.

Host-based DTC switching is supposed to be possible, that is a DTC can
front-end more than 1 host, without OpenView but I think the DTC still has
to be on a LAN segment with at least one of the 3000's.
