Since nobody replied with a special-purpose tool to do this, I wrote my own:

        ftp://ftp.cccd.edu/pub/mpe/envconv

This CI script can:

1) Dump a TTYPE/TVFC init string to $stdlist in hex/char format.

2) Extract a TTYPE/TVFC init string and write it to a new 5.5 setup file.

3) Extract a TTYPE/TVFC init string, purge the TTYPE/TVFC files, and write
the string into a new 5.5 setup file with the same name as the TTYPE file.
