So far as I understand it, the CHGROUP command is not programmatically
executable, that is, you can only execute it from the top-level CI.
From the MPE/iX Commands Reference Manual, Volume I, Eighth edition,
page 2-112:

"This command [CHGROUP] is available in a session or a job, but not in
BREAK or from a program."
