I know STR Software Company has a product called FAX/3000 which claims to
have a programmatic interface and be able to connect to FAX Servers.  It
is rather expensive (in the range of $3,000 US to $17,000 US, depending on
options, number of fax lines, etc.).  They do have a demo version.  You can
