Joe,

We had a customer with the same problem as yours. It is a bug in the Link
Editor that was fixed with a patch (sorry, don't know the ID) somewhere
around the Express 3 release to 5.0. The problem is just as you described,
and it is intermittent. In our case it was just a plain Cobol program that
compiled and linked fine until it was Linked under 5.0.

As I remember it, the patch was simply a new LINKEDIT.PUB.SYS program and
did not even require a reboot. I am sure someone will correct me if I am
wrong and may be able to provide more info.
