I think a single fully specified date/time would be very useful:-

ccyymmdd hh:mm:ss:ms = 19991231 23:59:59:99 = Armaggedonoutahere :)


We could slice up the bits we need from this.
The problem with the current formats (AFAIK) are that they vary
according to the size of the digits, 1 vs 11.
