Peter:

If you're using the same cable and port combination that worked with
the Hayes modem, then the USR is probably ignoring Data Terminal Ready
(DTR).  This is controlled by both a DIP switch setting (on the bottom
of the modem) as well as an AT option (AT&D2S13=1).  To be safe, be
sure to set the DIP switch to "DTR Normal" as well as adding the above
AT sequence to the modem's setup.
