I got mine directly from the Microsoft web site.

   http://www.microsoft.com

They also have a add-on for a Microsoft Word -> HTML converter.

Both converters do passable jobs, but I always find that I
still need to tweak the resulting HTML file a bit.  But both
are much, much better than creating the HTML file from scratch.
