sysgen default base configuration group is the config
group used at the last system start.
if a start recovery (instead of norecovery) was done after
a config change, the system is started with config group bootup.
you can change file nmgrxval.pub.sys and add sysgen command
ba config
and nmmgr automatic cross validation will execute successfully.
