You can write your own STREAMER that would crossref the "stream filename" and the USER.ACCT that
is running the STREAMER with a capability database.... :-o
 
An easier way maybe to look into ACD's. Use the ALTSEC command to "ADDPAIR" to "stream filename"
thus allowing only selected user's the ability to stream that file.
