: Well, the key here is 'operator command' in the error message.  The
: SUSPEND operation of the SPOOLER command (or the old SUSPENDSPOOLFILE
: command) requires OP capability.  So, I would guess that MANAGER.SYS on
: your machine doesn't have OP capability.
 
I have to make a slight correction to Larry's analysis.  OP capability
does not buy you the use of the SPOOLER-related commands.  The error
message is correct; you (or your session) must satisfy one or more of
the following requirements:
o   You must be the console session.  Taking the console with the CONSOLE
    command satisfies this (assuming you're ALLOWed to do that).
o   You must have been ALLOWed the use of the SPOOLER (or similar)
    command, either via a global ALLOW or a specific session-related
    ALLOW.
o   You must have ASSOCIATEd a printer device class that you are trying
    to control with the SPOOLER command.  Doing this requires that someone
    with authority to run ASOCTBL.PUB.SYS has done so and has added your
    user.acct to the list of users who can associate that class.
