I've had that problem on our 922/LX with its internal 1Mb DDS drive.  I
know our HP engineer has removed the drive even while the system was up
and replaced the drive mechanism to solve this problem.  However, you
can, with a little courage, remove it yourself and eject the tape.
 
I would recommend that you do shut the machine down first.  After
removing the drive mechanism, there is a little (maybe 1/2" x 3/4") black
plastic cover over an access door.  The plastic cover is held onto the
mechanism case by some not-overly-sticky adhesive.  Remove the cover and
find the thumbwheel inside.  Spin this (about a thousand times) in
the direction that seems to raise the cartrige inside the mechanism until
the cartrige comes out.  After reinstalling the drive mechanism, it will
work for a while.  Our experience was that this problem continued to
recur periodically until HP replaced the mechanism.
