My guess is either there are some files still opened on the user volume
set or the volume set file open count is out of sync.  Each time a file
is opened or closed, the count is incremented or decremented by 1.  The
user volume set can not be closed or splitted until that count is zero.
 
Over the years, we have seen it happened (count out of sync) occasionally.
If you can reproduct the problem, it will be really easy to verify.  Ask
your HP support to dail in the system and check it.
