In short -- probably not.  Temp files are specific only to the job or
session in which they are created and disappear when the job or session
logs off (gracefully or otherwise!).  I'm not aware of any method for an
"outsider" job/session to be able to gain access to another's temp files.
 
It's faintly possible that some privileged-mode (PM) code or AIF call can
accomplish what you are trying to do; however, I don't mess with either
of those beasties for fear of hosing up a production system.  Perhaps
some more knowledgeable "MPE geek" can give you a straighter answer.
