While you are at it, can we separate the OP capability into partes duos?
 
1.  To permit the session or job to logon with ;HIPRI
 
2.  To allow all of the other aspects currently part of OP: global handling
of spoolfiles, etc.
 
We have users (typically account managers) to whom we give OP so that they
can logon during production cycles to "fix" things.  At the same time a
careless or willful person could wreak havoc with our spooler.  Many
third-party utilities give all the console commands to users with OP (RAC's
Espul, ALLOWME from Unison, etc.)
 
While I am at it, here's another enhancement request:  Have the system check
the limits before prompting for account, user and group passwords, not
after!  Very annoying to enter all those obscure passwords only to find out
"CAN'T INITIATE NEW SESSIONS NOW".
