This is an "IBM-ism" of UTCVM which typically does not transmit trailing
blanks.  There are uuencoders that include a leading and duplicate trailing
byte count field (first byte of uuencoded file records) which are immune to
this.  Base64 encodings don't seem to suffer the same fate.
 
If you have the file on MPE, you can set it to fixed length records
prior to decoding and fix the problem as well.
