"Connection refused" means that there was no open socket at the receiving
end for the port you specified. I'm not sure what SCRIPTOR does, but if it
tries to use some TCP-based service that the 3000 isn't providing, you'd
get this error. For example, you'd get this error if you tried to contact
the 3000 via FTP but there was no FTP server running.
 
This means that all software up to and including TCP is working. This
includes Ethernet and IP at minimum, and may include other pieces as well.
If SCRIPTOR is trying to do ODBC, make sure that the ODBC server is running
on the 3000.
