     WYSIWYG??? There is no such thing as WYSIWYG when dealing with HTML.
     It all depends on your browser and its configurations.
 
     #2 & #3 would probably be just as happy with a sheet of "What tags are
     available and how they should be used" and notepad or vi.
 
     #1?  I don't know what I would suggest for them.
 
     An important last step to any of this is to run some type of HTML
     checker on the finished product to make sure it is syntactically
     correct.

What recommendations does the group have for HTML editors?  The target
users are:
 
        1) End-users who may need to contribute to the web
 
        2) Programmers making in-house support documents
 
        3) Rouge hackers who need something to play with
 
Preferance are for WYSIWYG tools under Windows(95).  I've persoannly
tried Microsoft's addition to Word (buggy) and Hot Dog (not WYSIWYG).
