This can happen on any release depending on what you are doing.  If the
ACTIVATE is invoked while the process is alive (prior to SUSPEND, or
whatever) this can occur.
 
I would suggest you look into using a local RIN to synchronize things.
The SUSPEND call can specify a RIN to be unlocked when you suspend.  How
you implement the RIN depends on what you're trying to do, so I can't
elaborate without more details.
