W3IPC.DLL is NOT part of the client part of Info Access, but belongs to LAN
Manager. Info Access does not provide the basic networking, but relies on
software like Lan Manager or a Socket 1.1 complient TCP/IP (WINSOCK.DLL)
in order to establish the connection. In other words you need both the
client part of Info Access AND some networking software (build into NT,
Windows for Workgroups, and (I think) Windows95). If you are not using LAN
Manager, but some TCP/IP software (WINSOCK.DLL), then you need to choose
"WINSOCK", when you are creating connections in Info Access. The default
in IA is a NetIPC connection.
