Another time -honored way is to make the modem a dial - back modem.  There
are many good ones out there.
This way only authorized users from authorized phone numbers are allowed
to access the system.
 
If the password is not entered, they do not stay connected to the modem.
And even if they do connect, they are disconnected and dialed back from
the system modem.  (Saves disputes about phone charges too)
