It looks like QTP is locking something e.g. a dataset or file, that a C
queue process is waiting for and has thus been 'priority boosted'.
If I remember correctly, by default QTP locks everything for the duration
of the run, this can be avoided by putting a SET LOCK FILE UPDATE at the
start of the QTP code.
