As someone who worked on the 1984 Anaheim, 1990 San Diego, first ICMS, and
also was Conference Chairman from the INTEREX Board stand point in 1986
and 1987, I hopefully can answer this question and it won't be too out of
date.
 
When conferences are scheduled "off season", INTEREX and the attendees
save considerable amount of money.  When INTEREX saves money, they can
keep the conference fees lower.  They also can negiotiate better room
rates for the attendees.
 
So it all boils down to saving money, which hopefully we can all apppreciate.
