1) That detail is in the system logs file if you have logging of console
   messages turned on.  Logging console messages also logs console commands
   (even those entered by folks not on the console but who have been ALLOWed
   ceratin commands).  See CSL contrib LOGADJ for a simple to to enable that
   logging without rebooting your system.
 
2) Check CSL contrib CMSG, which keeps a rolling extract of console
   messages.  When CMSG encounters the execution of an operator command
   it logs who issued it (here's a snip from CMSG from my development
   system):
