The documentation about posix signals is rather vague in reference to
what "works as advertised" and what is not yet available.  Specifically,
if you are an ordinary user, can you kill -SIGINT a process in another
job/session executing as your own uid?  And what specific capability is
required to kill a process under a different uid (SM? PM?).
 
It would be nice if the operator could send non-fatal signals to a background
process (really great if SIGUSRx signals supported too).
