I am running a program (written in COBOL) which dials the VAN for
Credit Card activity. We send CC activity about every half hour. The
failure rate is about 10 times a day. The failures are both DTC and
modem failed to hangup. Abortio seems to cure the problem about all but
about once a week.

You can try a DTC manager port reset, or ldev reset, or both, and/or
abortio, and/or burn incense and chant your secret mantra...
