We use Maestro for MPE and UX and it does make the background processes
look like jobs. It even gives them a job number and it saves their stdout
(stdlist) in a file so you can view them later.
Oh I forgot, Maestro allows you to rerun "jobs" and can tell when the jobs
blow up. It checks $? (the equivalent of JCW in UX).
I have been using it for about three years on MPE and three months on UX.
I like it and recommend it.
