- I don't know but isn't OSI FTAM (File Transfer Access and Management)
  something that was supposed to be standard running on top of OSI stack on
  "any" :-) platform?   I don't know about it's capabilities but thought to
  bring it up here.  At least 3000's and 9000's have OSI FTAM...  I would
  assume AS/400's and ES/9000's to have it as well.  Don't know if it would
  fulfill the particular requirement...
