The problem was:

Perhaps some of you have seen this before. Any help or suggestions will be
appreciated!
Our first attempt to use ODBC with our 3000 (5.0) so far is not successful.
A check of the HPDAARLG.PUB.SYS log file indicates the server received the
connection and properly processed the logon string :
**last part of log file**
FRI, MAY 26, 1995, 11:23 AM: Logon valid
FRI, MAY 26, 1995, 11:23 AM: PC hello msg processing done.
But the connection then fails with a PCSockets error 10054. Our network
analyzer indicates the 3000 is resetting the connection. The client is
running EXCEL 5.0. The DBE is the partsdbe set up by the
SQLSETUP.SAMPLEDB.SYS script. Possible problem,,, we are running
Security/3000 but the HELLO procedure exit is disabled.

The reason that I asked about ACD's is that the user specified in the logon
string in ODBC.INI must have write access to HPDAARLG.PUB.SYS. If not, you
will receive the PC Sockets error 10054.

I temporarily released HPDAARLG.PUB.SYS and it works!!
A more secure solution is to create an ACD something like this:
