To run BUILDINT, you need a file of intrinsic declarations, which are
nothing more than SPL procedure headers. BUILDINT takes two file
equations:
 
:FILE INTDECL=<source file>
:FILE SPLINTR=<output file>
 
This is documented only in the SPL manual, as far as I know.
