Regarding your question about an X.25 pad-- I don't know about
that particular hardware, but most similar configurations use a
V.35 interface rather than an RS-232.
 
One other thought-- if your customer can't afford a 56Kb
connection, at least try a 19.2 modem (if it is a leased line).
Most 56Kb configurations use a 19.2 dial back-up in the event
that the leased line goes down, so response would be adequate.
