Well, I'll have to disagree.  To make sure my memory is not failing,
I just tried a site command on our 4.0 and 5.0 systems and YES, site
command is implemented on both 4.0 and 5.0... see 4.0 example below:

...and the system console showed:
 
7:37/#J291/46/LOGON FOR: "FTPMON,FTP.SYS,ARPA" ON LDEV #10.
 
Could it be that some of you folks is running some other than HP's FTP
for the 3000?  The banner should tell it.  As you can see from this
example, it was HP's FTP and version as shown above (4.0 version).
