I'm not sure how the negotiation works, but I did a network capture and
transferred a file a few times using WRQ Fast File Transfer; the only ports
consistently in use were 23 (Telnet) and 30767.  I suspect the latter was
being used for file transfer.

Maybe this is a useful data point, maybe not.
