A subnet mask of /16 is basically 255.255.0.0. So with the CURRENT HP3000 IP being  192.168.216.102 the gateway must be within 192.168.0.0 to 192.168.255.255. 



Your gateway of 192.169.x.y is not a valid private IP address and it is not within the reachable subnet of the HP3000.
