I believe that "inetd.net -r" instructs the job to reread the configuration file. You don't have to kill it and restart it for the new settings to take effect.
It's been a long time and my memory...

You would usually have a Job running
JINETD,MANAGER.SYS
Mine is file JINETD.NET.SYS
1. You can abort this job
However, this job running, inetd, handles most network access to your hp3000.
Telnet, Ftp, Samba's nmbp, smbp,
other standard network access: echo, daytime, discard, chargen, time, bootpd Likely you have none of these concerns so ABORTJOB would be good.
2. Edit inetd config file.
This file under posix, /etc/inetd.conf is likely a link -> /SYS/NET/INETDCNF
So you can edit the file INETDCNF.NET.SYS (or view the sample INETDSMP
Find the line starting with "Telnet ", insert as the first char on the line a "#" for comment.
Then abort the job, and restream it.
This will disable Telnet, but keep the others like ftp active.
3. Remember what you did so you can reverse when desired.
Configuring and Managing MPE/iX Internet Services http://www.3kranger.com/HP3000/mpeix/en-mpe75/32650-90906/index.html
Thats the E0802 version.
