Turns out yes, there was file corruption.

Repeating here what I said on private replies, updated a bit.

I did an MPEX PURGE all files in that account then the system ground to 
a halt (no system error, just stuck).

I waited 20 minutes, gave up and rebooted.

It apparently only does that when it can't purge the file label.

After the reboot ran FSCHECK, no errors found.

So I ran BULDACCT on the VECSL account.

Then purged the VECSL account.

Then ran the BULDJOB#'s I just created for VECSL.

Then restored files from tape.

Files now OK.

This is my empire game machine in my garage, no one was affected but me.

You can see an EMPIRECLASSIC: prompt if you telnet or NSVT to 
empire.game-host.org.

List of games in the welcome message if you enter HELLO USER.GAMES
